Plans for the development of Station Hill show the intention for a split-level scheme: "a seamless connection at two levels to the proposed new station".
A footway will be provided to facilitate pedestrian access to the two levels. However, there's no provision for cyclists (or motorised traffic) to do so. Whereas at present, a cyclist can ride the entire length of Station Hill, under the new development, this will no longer be the case: cyclists will have to turn round, and take a different route to reach the other end of Station Hill.

This is the gist of an exchange of messages between a Reading Cycling Campaign committee member and a Reading Borough Council Planning Officer.
"The Committee Member" wrote: I was looking at the planning application for the Station Hill development. Can you tell me what provision there is for cyclists in the new development? Is there access for cyclists?
"The Planning Officer" wrote: The development will not be for cyclists to cycle through, however, access from the bus station to the area in front of the Three Guineas will be possible. Cycle access through Garrard Street will continue. The development would contain 800 cycle parking spaces, some in public areas.
"The Committee Member" wrote: I was also wondering, as this development is adjacent to the train station, which I understand is going to be upgraded, will there be access along Station Hill for cyclists?
"The Planning Officer" wrote: There will not be access through Station Hill as such, as there are further works to lower the bus interchange (not part of the Station Hill or Station Entrance applications). However, cycles will be able to come through the change in levels by a wheel channel in the steps where the level change is.
